An independent Regulatory Commission initially imposed a six-point deduction, suspended until June 30, 2027, alongside the £10 million fine. However, after an appeal by Chelsea, an independent Appeal Board overturned the suspended points deduction and replaced it with a suspended registration ban covering two consecutive transfer windows, suspended until June 30, 2027. The £10 million fine remains in place and will be invested into grassroots football. The FA said Chelsea admitted all 74 breaches of Rule E1.2 before the original hearing. It added that investigations into potential individual misconduct connected to the case are ongoing. Chelsea welcomed the conclusion of the proceedings, saying it had self-reported the potential historical breaches to the relevant authorities in 2022 and had "worked openly and transparently with all regulators", voluntarily providing thousands of documents during the investigations. The club also noted it had already reached settlement agreements with UEFA and the Premier League over the same historical matters, adding that the FA's decision means "all regulatory proceedings against the Club" have now been concluded. Because the registration ban is suspended until June 2027, Chelsea will be free to sign players unless the club commits further breaches that trigger the sanction.
